RULES
The rules committee will be comprised of the Head Judge, The Assistant Head Judge, and a member of the NPMRC. The committee will be established to resolve all disputes that cannot be settled at the judge’s level.
Disputes will be handled in the following manner;
1. The affected competitor must address any dispute of scoring of a particular event after completing said event and prior to entering the next event.
2. Only the effected competitor may dispute scoring or a judges decision.
3. The dispute will be brought to the attention of the Event Judge in charge of the event in question.
4. The Event Judge will make a ruling in the dispute.
5. If the dispute is not satisfactorily resolved by the Event Judge, the competitor may appeal to the Rules Committee, who will then resolve the dispute.
6. All decisions by the Rules Committee are final.
Participants who display/ engage in unprofessional conduct (as determined by the Board of Directors) may be dismissed from the competition.
Competition is open to all sworn Law Enforcement Officers who are authorized to ride a police motorcycle through their department.
Competitors must compete on a police motorcycle of at least 1000 cc that is equipped in the normal deployment configuration as used by their agency. This includes lights, saddlebag rails, engine guards, etc.
Competitors must compete wearing the appropriate uniform normally worn on duty.
D.C. Law requires all motorcycle operators to wear a helmet properly fastened.
Prior to entering an event, a rider or team will be allowed 5 minutes to repair or replace a motorcycle that is malfunctioning. Once a competitor starts an event, excuses for breakdowns will not be allowed and appropriate scoring will be applied.
The competitor may only enter the competition using one motorcycle. The competition will accommodate multiple competitors who need to share a single qualified motorcycle.
Once a competitor has received his/her scorecard, that competitor will proceed to their designated event. The competitor will present their scorecard to the event judge at the beginning of each event. Upon completion of the event the judge will enter the competitors score on the scorecard and initial the entry. The competitor will then be shown the scorecard for review before proceeding to the next event. Only judges may make notations on the scorecards. Any competitor found altering or presenting an altered scorecard will be disqualified.
Penalty points are assessed as follows;
1. 1 point – Touch a cone
2. 2 points – Knock a cone over, put a foot down
3. 5 points – Drop the motorcycle, fail to complete an event, running out of an event, fail to follow required path of travel.
4. A maximum of 5 penalty points is all any competitor can be assessed in any one event. This maximum does not apply to Challenge Ride.
5. 1 point = 1 second added to competitors timed run.
The competition will consist of the following courses;
1 Main Skills – This course consists of 5 different events performed at the competitor’s own pace. The object of the competition is not to accrue penalty points (Clean Run). All competitors start with a score of zero. All ties will be resolved by the competitor with the higher placing in the Sprint.
2 Sprint – This course consists of 5 different events and is a timed run, the object being to complete the course as quickly as possible without accruing points. Penalty points will be assessed as time. (example, 1 point = 1 second, 2 points = 2 seconds, etc) The 5 point maximum does not apply to this timed run. During this sprint, clean beats time. Example, a competitor who completes the sprint in 1 minute 10 seconds with no penalty points beats a competitor who completes the timed runoff in 1 minute 4 seconds, with 2 penalty points.

1 min. 10 sec. 0 1 min. 10 sec.
Competitor 2: 1 min. 4 sec. 2 1 min. 6 sec.
Although Competitor 2 was faster with the adjusted time,
Competitor 1 is declared winner because he rode “Clean”. Time begins when the
competitor’s front axle enters the boundary of the first event and ends when
the rear axle exits the boundary of the last event. Penalty Free (Clean) Runs take precedence over time. All ties for First through Third Place will
be broken by a second timed run.
3 Challenge Ride – The object in this course is to complete a timed run as fast as possible without being assessed points. Points = Time. Clean beats time. This is a “blind” course…No practice.
4 Individual Slow Ride – The object is to travel down a 35 foot long by 5 foot wide lane as slowly as possible. The time starts when a competitor raises his/her feet and their front axle enters the lane. Time stops upon one of the following;

The top three Overall Expert and Novice individual competitors will receive awards.
The Overall Award will be based on the competitors accumulative placing in the Individual Main Skills, Timed Run, Challenge Ride and Individual Slow Ride.
Each skill is %25 of the overall score.
Example: Competitor places 1st in Main Skills
6th in Timed Run
5 in Challenge Ride
8th in Ind. Slow Ride
The competitor’s accumulative score would be 20
Lowest score wins.
Ties for 1st thru 3rd place, will be resolved based on the following criteria;
Tie Break # 1- highest placing competitor in Timed Run
Tie Break # 2 - highest placing competitor in Slow Ride
Tie Break # 3 - highest placing competitor in Challenge Ride
Tie Break # 4 – highest placing competitor in Main Skills
**A competitor may opt not to ride each event however, eligibility
for the Overall Award requires that the competitor ride each event.
The top three teams in each division receive trophies based on their overall placement in the four individual skills categories. An agency may field more than one team but a rider may be on one team only **. Team score will be the accumulative total of each member’s overall score added together. Example; Ofc. Jim ‘s overall score is 17 and Ofc. Joe’s overall score is 33. The team score is 50. Lowest team score wins. Teams must be announced prior to the start of the competition. In the event of a tie, the team having the highest placing overall individual competitor will be granted the higher award.
**Does not include Partner Ride and Team Slow Ride.
The three slowest teams receive trophies. Teams consist of two riders from the same agency. The object is to travel down a designated course as slowly as
possible without hitting an obstacle, leaving the course, putting a foot down, or dropping the motorcycle. The course will be determined by the committee. This is a relay competition and will be conducted as follows;
a. Riders begin at opposite ends of the course
b. At judges command, rider #1 raises his/her foot and begins traveling the course as slowly as possible. Rider #1 time begins when his front axle enters the course.
c. At the end of the course is a 2 foot transfer box. When rider #1’s front wheel enters the box, rider #2 must raise his/her foot and enter the transfer box before rider #1’s front axle crosses the exit line. Rider #2 is now the active rider.
d. Rider #2 then proceeds through the course.
d. The judge will stop and record time when
1. Rider # 2’s rear axle crosses the exit line
2. The active rider puts a foot down, crosses a boundary, touches an obstacle, or rider drops the motorcycle
3. The transferring rider fails to enter the transfer box on time
e. Agencies may field as many teams as they wish. However, an individual may only ride on one team.
f. In the event of a tie, one competitor from each of the tying teams will compete in a head to head slow ride challenge.
The partner ride consists of two riders from the same agency negotiating a designated course in tandem while their motorcycles are tethered together.
1. Expert Division
Any eligible competitor may elect to compete at the Expert Level or;
Any competitor who has won one or more individual Awards in any police motorcycle riding competition or;
Any competitor who has competed in 4 or more motorcycle competitions must compete in the Expert Division
2. Novice Division
Any new or eligible competitor not meeting eligibility requirements of the Expert Division may compete in the Novice Division
